Репарації – це законне право жертв війни, що підтримує тих, кому було завдано шкоди, у відновленні їхньої гідності та відбудові їхнього життя.
Реституція, реабілітація, та відновлення здоров’я
Репарації мають виходити за рамки відбудови фізичної інфраструктури і зосереджуватися на відновленні психічного та фізичного здоров’я жертв, визнаючи, що деякі втрати є непоправними.
Справедливість, а не лише компенсація
Репарації включають визнання провини, публічні вибачення, гарантії неповторення та підзвітність тих, хто завдав шкоди.
Негайна підтримка має значення
Хоча отримання репарацій від Росії може зайняти певний час, жертви потребують доступу до компенсації та тимчасової підтримки вже зараз.
Разом ми сильніші
Об’єднання зусиль громадянського суспільства, українського уряду та міжнародної спільноти має важливе значення для забезпечення всеосяжних засобів правового захисту та репарацій.

Про партнерів проекту: Центр припинення вогню заради прав людини (Ceasefire) – це міжнародна ініціатива, спрямована на розвиток громадського моніторингу порушень міжнародного гуманітарного права та прав людини під час збройних конфліктів, забезпечення підзвітності та виплати репарацій за порушення, а також на розвиток практики дотримання прав людини.Східноукраїнський центр громадських ініціатив (СЦГІ) – правозахисна громадська організація, заснована у 2003 році в Луганську, Україна. Її метою є стимулювання суспільного діалогу з питань, що мають вирішальне значення для відновлення миру та справедливості. З початку російської агресії на сході України та в Криму в 2014 році Центр документував випадки грубих порушень прав людини та воєнних злочинів і надавав правову допомогу жертвам. Східноукраїнський центр громадських ініціатив є активним членом коаліції «Справедливість заради миру на Донбасі» та допоміг створити всеукраїнську мережу постраждалих від сексуального насильства, пов’язаного з конфліктом Україні (СЕМА-Україна).

Reparations are your right
Reparations are a legal right for victims of war, supporting those who have suffered harm in rebuilding their lives.
Restitution, rehabilitation,
and healing
Reparations must go beyond rebuilding physical infrastructure to focus on restoring the mental and physical health of victims, acknowledging that some losses are irreparable.
Justice, not just compensation
Reparations include acknowledgement of guilt, public apologies, guarantees of non-repetition, and accountability from those responsible for the harm.
Immediate support matters
While the pursuit of reparations from Russia may take time, victims need access to compensation and interim support now.
We are stronger together
A united effort from civil society, the Ukrainian government, and the international community is essential for securing comprehensive remedy and reparation.

About the campaign:
The campaign Reparations are your right is part of a joint project implemented by the Ceasefire Centre for Civilian Rights and the Eastern-Ukrainian Center for Civic Initiatives that seeks to strengthen civil society participation in the design and delivery of holistic and inclusive reparations mechanisms for Ukraine. The campaign aims to raise awareness about reparations as a legal right, familiarise victims with resources, and mobilise civil society to advocate for the prompt delivery of effective reparations that address the diverse needs of those affected by the conflict.

(NB: Housing assistance to IDPs was introduced in the form of a monthly allowance in March 2022. Eligibility was restricted to 15 vulnerable categories in March 2024. As part of the Winter Support initiative, a rental subsidy for IDPs was introduced in January 2025.)

(NB: Currently, the Register is only open for submission of claims relating to i) death of an immediate family member (Category A2.1), and ii) damage or destruction of residential immovable property (Category A3.1). Claim forms and rules for 30 categories are currently available. The Register is not responsible for assessing the validity of claims, calculating damages, or assigning compensation. A future Claims Commission will decide the amount of compensation owed.)
In November 2024, the Verkhovna Rada of Ukraine adopted a draft law to introduce a system for recording information on non-property damage as a result of the armed aggression of the Russian Federation against Ukraine. The Harm Record Information System is not yet operational.

About the project partners:
Ceasefire Centre for Civilian Rights (Ceasefire) is an international initiative to develop civilian-led monitoring of violations of international humanitarian law or human rights in armed conflict; to secure accountability and reparation for violations; and to develop the practice of civilian rights.
Eastern-Ukrainian Center for Civic Initiatives (EUCCI) is a human rights NGO established in 2003 in Luhansk, Ukraine. It aims to stimulate public dialogue on issues critical to restoring peace and justice. Since the beginning of Russia’s aggression in Eastern Ukraine and Crimea in 2014, the Center has documented cases of gross human rights violations and war crimes and provided legal assistance to victims. EUCCI is an active member of the coalition ‘Justice and Peace in Donbas’ and helped establish a Ukraine-wide network of survivors of conflict-related sexual violence (SEMA-Ukraine).
